What Constitutes a Budget Wedding?

Many wedding forums have sections dedicated to budget weddings or the budget bride. This got me thinking: what exactly is a budget wedding? Where I am from in the midwest you can have a decent wedding for 200 people for $5,000 on up, but where I live now in NYC it seems almost impossible to have one for under $30,000 for that many people.

So where is the line? Is there a specific monetary limit (say, under $10,000), does it merely involve staying within your set budget, or is it simply having a wedding that costs less than the average wedding in the area?

Since Mr. Modern and I plan on getting married in the midwest we set a pretty modest budget of $15,000. Is this budget? To us it is. We cant get everything we want, and we have to look to the lower end of the type of vendors we want. However, that budget is more than any member of my family ever spent on a wedding as far as I know.

So, what do you think constitutes a budget wedding?
